At the 2017 Tax Fairness Conference in Brussels, Pierre Moscovici (EU Commissioner for Economic and Financial Affairs, Taxation and Customs) said that the realization of tax fairness is to be supplemented with anti-abuse rule on EU level, the support of tax transparency, reasonable allocation of tax base, and cooperation on anti-avoidance among jurisdictions.

At the 2017 Tax Fairness Conference in Brussels, Pierre Moscovici (EU Commissioner for Economic and Financial Affairs, Taxation and Customs) said that the realization of tax fairness is to be supplemented with anti-abuse rule on EU level, the support of tax transparency, reasonable allocation of tax base, and cooperation on anti-avoidance among jurisdictions.

Principles Concerned Tax Policy

The Commissioner stressed that the European citizens demand economic stability and social justice, which go hand in hand. "We cannot achieve sustainable economic prosperity without also achieving social cohesion. Nor can we achieve social cohesion without having an economic environment that is supportive for creating jobs and growth," he said. The following principles were addressed further during the conference:

  • Impact of tax fairness on social justice
  • Trade-off between tax fairness and efficiency
  • Impact of tax fairness on interest of tax payers

Specific Issues in Tax Administration

The Tax Fairness Conference in Brussels addressed further some of the issues in tax administration, with in particular:

  • Allocation of tax base among different areas, and among developed countries and less developed countries
  • Allocation of tax burden among enterprises and natural individuals
  • Preventing impediment of cross-border investment in tax context
  • Relationship between taxation and economic development
